Alpharetta Approves Tax Allocation District to Revitalize North Point Corridor

On November 17, the Alpharetta City Council unanimously approved the creation of Tax Allocation District (TAD) #3 – North Point Mall & Activity Center, establishing a powerful mechanism to support the transformation of one of the city’s most important commercial districts.

TAD #3 encompasses 646 acres across 150 parcels, including North Point Mall and surrounding commercial properties. The area currently has a taxable digest of $264.7 million, representing only 2.8% of Alpharetta’s citywide tax base.

Property values within the district—especially at North Point Mall—have deteriorated significantly. The mall’s nine parcels alone have lost more than $97 million in market value since 2019, and annual tax revenues collected by the City of Alpharetta, Fulton County, and the Fulton County School District from those parcels have fallen by roughly $1.9 million (-49%) during that period.

These trends mirror national challenges facing traditional enclosed malls, which continue to struggle amid shifting consumer preferences, rising vacancies, and competition from walkable, mixed-use destinations. With large parking lots, aging infrastructure, and declining sales activity, the North Point area requires substantial reinvestment to remain competitive.

That conceptual redevelopment scenario outlined in the TAD Redevelopment Plan envisions the potential for 2,650 new housing units and 2.9 million square feet of new or revitalized retail, office, and mixed-use development. Under this scenario, the area’s taxable digest could increase by more than 400% by 2040, generating nearly $1.2 billion in total real estate taxes over the 30-year life of the district.

City Council’s action enables Alpharetta to use future increases in property tax revenues within the district to fund eligible redevelopment costs. Based on the conceptual redevelopment scenario outlined in the TAD Redevelopment Plan, TAD #3 has the potential to fund upwards of $225 million to $280 million in public improvements over the next 30 years. The actual amount of TAD funding will ultimately depend on the specific redevelopment proposal submitted and approved for the North Point Mall property, as well as the participation of Fulton County and the Fulton County School District in the TAD.

TAD proceeds may be used for a wide range of public investments, including infrastructure upgrades, streetscapes, public spaces, trail connections, stormwater improvements, and incentives needed to support a full-scale redevelopment of the mall and surrounding properties.

With the TAD now established, Alpharetta is poised to guide and accelerate meaningful reinvestment in North Point, transforming it into a vibrant, walkable, and economically thriving destination.
